Energy is the foundation and driving force of economic and social development. It is crucial to the prosperity and development of the country, the improvement of people's lives and the long-term stability of society.

Recently, the general office of the State Council forwarded the implementation plan on promoting the high-quality development of new energy in the new era issued by the national development and Reform Commission and the national energy administration, defining 21 measures in seven aspects. In the development and utilization mode, both distributed and centralized development should be adhered to

By the end of 2021, the installed capacity of new energy power generation in China was about 700million kW, and the installed capacity of wind power and photovoltaic power generation reached 328million kW and 306million kW respectively, ranking first in the world. The annual power generation of wind power and solar energy reached 978.5 billion kwh, accounting for 10% of the total electricity consumption of the whole society for the first time, reaching 11.7%.

The plan aims to anchor the goal that China's total installed capacity of wind and solar power will reach more than 1.2 billion kw by 2030, and accelerate the construction of a clean, low-carbon, safe and efficient energy system.

The principal of the new energy department of the National Energy Administration said that in terms of new energy development and utilization, the plan clearly adheres to both distributed and centralized development, highlights mode and system innovation, and puts forward new energy development and utilization measures in four aspects to promote people's participation and shared development:

——Accelerate the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas;

——Increase efforts to support farmers to use their own building roofs to build household PV, and actively promote the development of rural decentralized wind power;

——We should accelerate the development of new energy projects such as distributed photovoltaic and distributed wind power in qualified industrial enterprises and industrial parks, and actively promote the innovation of industrial green micro grid, integration of source, network, load and storage, and new energy direct power supply;

——Carry out pilot green power trading, and promote the priority of green power in trading organization, power grid dispatching, price formation mechanism, etc.

Accelerate the construction of new power system

"In the long run, achieving large-scale and high-quality development of new energy and building a new power system with an increasing proportion of new energy is a complex system engineering. One of the core tasks is to accelerate the effective and reliable replacement of fossil energy by new energy." Duzhongming, President of the general electric power planning and Design Institute, said.

The scheme makes systematic arrangements in the aspects of planning concept innovation, hardware facilities configuration, operation mode reform and system and mechanism innovation.

First, through the system optimization of the space-time layout and construction of the load storage of the source network, comprehensively improve the regulation capacity and flexibility of the power system, continuously improve the overall capacity of the power system to accept new energy, and continuously increase the capacity of the distribution network to accept distributed new energy.

Second, in terms of promoting the distribution network to accept distributed new energy, power grid enterprises should strengthen the research on the planning, design and operation methods of active distribution network, increase investment in construction and transformation, improve the intelligent level of distribution network, and reasonably determine the proportion of distribution network to access distributed new energy. In addition, relevant enterprises will be encouraged to explore and carry out DC distribution network project demonstration to adapt to distributed new energy access.

Third, we will steadily promote the participation of new energy in power market transactions. The design of power market rules should fully consider the characteristics of new energy. The core is to ensure that new energy can have a clear expectation of investment income in the market and ensure the enthusiasm of new energy industry for investment. Encourage the signing of long-term power purchase and sale agreements, and encourage new energy projects to participate in power market transactions in the form of price difference contracts in the pilot areas of the power spot market.

Fourth, strengthen the implementation of the renewable energy power consumption responsibility weight system in terms of policy mechanisms. The national consumption responsibility weight has been increased year by year, and the responsibility weights of provincial governments and market entities that bear the consumption responsibility weight have been increased or maintained year by year, and gradually narrow the regional consumption responsibility weight gap, reflecting the concept of new energy consumption responsibility sharing. The newly increased renewable energy power consumption in each region during the "fourteenth five year plan" period will not be included in the assessment of local total energy consumption.

In terms of project construction, the management procedures will be simplified

New energy projects have many aspects, small single scale and short construction cycle. In terms of construction management of new energy projects, the plan requires simplifying management procedures, improving service levels, and proposing three new measures.

——Improve the efficiency of project approval, simplify the project management procedures, improve the new energy project investment approval (filing) system, and promote the adjustment of wind power projects from the approval system to the filing system. Comprehensive energy projects such as multi energy complementarity, source network load storage and Microgrid with new energy as the main body can go through the approval (filing) procedures as a whole. In terms of supervision, we will continue to strengthen the whole chain and all areas of supervision before, during and after the event.

——Optimize the network connection process of new energy projects. Power grid enterprises should establish a one-stop service platform for new energy projects, timely update and provide relevant information, including the available access points, accessible capacity, technical specifications, etc. of new energy projects, so as to realize the online handling of the whole process of network connection of new energy projects.

——We will improve the public service system, improve the public service system for new energy in terms of national new energy resource exploration, data sharing, testing and certification, and promote the joint development of new energy by the whole society.

Duzhongming said that from the perspective of top-level design, the plan gives an all-round three-dimensional blueprint for the sustainable and high-quality development of new energy in China, and puts forward specific policy measures in seven aspects: Innovating the development and utilization mode, building a new power system, deepening the reform of "decentralization, management and service", supporting and guiding the healthy and orderly development of industries, ensuring reasonable space demand, giving full play to the benefits of ecological environment protection, and improving fiscal and financial policies, It will open up the "blocking points" that hinder the healthy development of new energy, accelerate the effective substitution of new energy, and create a good development environment for new energy to support the construction of an energy power and promote the energy revolution.
